BRUSSELS, Belgium / EuroWire.IO / – The European Commission has allocated funding totaling €3.4 billion to 77 projects focused on net-zero technologies through the Innovation Fund. The announcement, revealing the outcomes of the fund’s call for net-zero innovations, was made on October 19. These funds originate from proceeds generated by the EU Emissions Trading System. The selected initiatives are geographically dispersed across 23 nations within the European Economic Area. They encompass a broad spectrum of sustainable industrial technologies.

The European Commission anticipates that these projects could prevent approximately 290 million tonnes of carbon dioxide equivalent emissions within their initial decade of operation. This equates to roughly one tonne of emissions avoided every second over ten years. The investments aim to bolster Europe’s position as a leader in clean technology and enhance its global competitiveness. Additionally, they are designed to promote energy independence and security. Contributing to the EU’s objective of achieving climate neutrality by 2050, these projects represent a significant step forward.
Wopke Hoekstra, the Commissioner for Climate, Net Zero, and Clean Growth, stated that these initiatives exemplify how European innovators are translating climate ambitions into industrial dominance. He emphasized that reinvesting revenues from the carbon market supports companies in bringing clean technologies to market. The call, launched in December 2025, received a total of 358 applications. These applicants requested €17.5 billion, whereas the available budget was only €2.9 billion. All five thematic areas covered by the call experienced oversubscription. The Innovation Fund ranks among the world’s largest programs dedicated to funding groundbreaking low-carbon technologies.
Major Projects and Manufacturing Initiatives Dominate Funding Allocation
Twelve large-scale projects sought approximately €1.58 billion, representing the largest portion of the funds. Additionally, 12 projects in the clean-tech manufacturing sector requested nearly €895 million. The medium-scale category approved 17 projects valued at around €458 million. Small-scale initiatives, totaling 20 projects, asked for roughly €124 million. Furthermore, 16 pilot projects aimed for about €394 million. These projects span sectors such as energy-intensive industries, renewable energy, energy storage, and net-zero mobility. Collectively, all five categories comprise the entire portfolio of 77 projects.
For the first time, the Innovation Fund will support a project involving a small modular nuclear reactor. It will also back its inaugural direct air carbon capture and storage initiative. Six projects focus on processing and recycling critical raw materials, including rare earth permanent magnets and batteries. Others involve advanced alternative fuels and industrial carbon management. The fund has previously financed clean industry projects through the same program.
Funding Agreements Anticipated in Early 2027
An additional 84 projects cleared the evaluation process but did not secure funding due to budget constraints. These projects, along with the 77 selected ones, will receive the STEP Seal quality label to assist in attracting further financing. Moreover, 160 proposals remain eligible for project development support from the European Investment Bank. Independent experts assessed the submissions based on criteria such as emissions reduction potential, innovation, maturity, replicability, and cost efficiency. The seal is part of the Strategic Technologies for Europe Platform.
The winning applicants are now preparing grant agreements with the European Climate, Infrastructure and Environment Executive Agency. The European Commission expects to announce the results of this process in the first quarter of 2027. Future calls for the Innovation Fund are scheduled to open in early December 2026, including a €1 billion initiative focused on clean-tech manufacturing. The fund also manages hydrogen and industrial heat auctions. Its current portfolio comprises approximately 320 projects, with nearly €17 billion committed.
