    EU Anticipates Shortfall of 5 Million ICT Professionals by 2030 Due to Educational Gaps

    Brussels, Belgium / RankWire.AI / – Challenges in educational systems threaten to impede Europe’s digital transition ambitions, as a recent study by Eurofound indicates the bloc is unlikely to meet its 2030 target for technology employment. According to Emirates News Agency, the EU is projected to fall short of its ICT goal by 5 million workers, despite ongoing growth in overall tech hiring across the continent. Researchers highlighted that national education systems within the 27-member bloc have not produced enough specialized digital talent. This shortfall has pushed European tech companies to intensify international recruitment outside the single market to fulfill operational demands.

    Although a notable deficit is predicted, employment figures within Europe’s digital sector have shown significant long-term growth over the past decade. Eurofound’s data shows the number of information and communications technology specialists in the EU increased from 5.6 million in 2011 to 10.3 million in 2024, an overall rise of 81 percent. At the same time, ICT professionals’ share of total European employment grew from 3 percent to 5 percent. However, sector growth rates of 7 percent to 8 percent annually remain insufficient to meet the trajectory needed to reach the 20 million target set by European policymakers by 2030.

    Regional disparities in technology employment across EU member states remain significant. Eurofound reported that ICT specialists made up 8.6 percent of total employment in Sweden, 8 percent in Luxembourg, and 7.8 percent in Finland during 2024. Conversely, digital specialists represented only 2.5 percent of the workforce in Greece and 2.8 percent in Romania. Growth rates also varied widely, with Estonia more than doubling its ICT workforce share from 3.4 percent to 7.2 percent between 2011 and 2024. Meanwhile, other member states saw minimal percentage increases during the same period.

    Educational System Deficiencies Lead to Greater Reliance on International Talent

    Surveys conducted across Europe revealed that 57 percent of companies attempting to fill IT vacancies faced severe recruitment challenges in 2024. Talent shortages are most acute in senior engineering roles and specialized technical fields, such as cybersecurity, artificial intelligence, generative AI, and cloud infrastructure. To bridge these critical gaps, tech firms have increasingly turned to international talent pools. As a result, the proportion of ICT specialists born outside the European Union rose from 9.2 percent in 2021 to 11.9 percent in 2024.

    Gender disparities continue to limit the overall capacity of Europe’s digital workforce. Eurofound reported that in 2024, women made up fewer than one in five ICT specialists across the 27 EU countries, holding a 19 percent share. In addition, gender pay gaps in the broader information and communications sector approached 20 percent in 2022, surpassing the economy-wide average of 13 percent. Researchers observed that underrepresentation of women results in European industries operating with less than three quarters of their digital talent potential, restricting diversity in technological innovation.

    Core Software Sector Growth Highlights Persistent Workforce Challenges

    The report emphasized that although ICT roles consistently offer above-average pay, advanced skills development, and high job quality, these factors alone cannot address the structural labor shortage. With the EU on course to miss its 2030 ICT target by 5 million workers, experts stressed that closing this gap requires coordinated policy actions focused on expanding domestic education capacity and easing intra-EU labor mobility. The study integrated quantitative data with insights from the Network of Eurofound Correspondents and professional analyses from LinkedIn Economic Graph.

    European policymakers and industry leaders face increasing pressure to align national vocational frameworks with the future needs of the digital economy. Eurofound concluded that neglecting domestic training development will heighten dependence on external talent markets, risking the achievement of Europe’s broader digital transformation goals. Authorities continue to review workforce development strategies, aiming to boost local training initiatives, increase female participation in technical fields, and maintain economic competitiveness amid global technological competition.
