ROME, ITALY / RankWire.AI / – Italy has designated €1.55 billion for 59 water infrastructure initiatives across 17 regions as part of its national recovery plan. The Ministry of Infrastructure and Transport finalized this full allocation in under four months. These funds will support aqueducts, water networks, and related infrastructure projects aimed at boosting efficiency, safety, and dependability. This initiative enhances investments in a sector under ongoing strain from water losses, drought challenges, and infrastructure demands throughout the country.

Southern Italy will benefit from approximately €830 million, accounting for 53% of the total. This amount exceeds the 40% minimum allocated to southern regions under the recovery plan. Beneficiaries of the projects will contribute around €683 million in additional funds alongside public money. When combined, these resources bring the total investment through the program to over €2.2 billion. The projects aim to upgrade water management and reinforce infrastructure to serve communities and support economic activities.
Funding is provided via SFNIISSI, Italy’s national financing instrument dedicated to infrastructure investment and water-sector security. The government created this instrument in February 2026 under the country’s PNRR recovery framework. Applications, grants, and monitoring are managed by Invitalia under an agreement signed in April. Initially, the fund had €1 billion from NextGenerationEU resources. In August, an additional €576 million was allocated for water projects as part of a broader revision of recovery-plan expenditures.
Focus on Improving Efficiency, Safety, and Reducing Network Losses
The water fund supports both private companies and public entities involved in managing water resources across Italy. Grants can cover up to 90% of eligible costs for efficiency improvements and safety-related structural works. For projects utilizing digital technology to lower water losses, support can reach 85%. Applications opened on May 6 and closed on June 8 after officials extended the original deadline. The program emphasizes infrastructure that enhances water utilization, network performance, and the resilience of critical systems.
Italy structured the fund to back projects already identified within the national water infrastructure plan and other eligible priority works. The allocation includes resources for aqueducts, distribution networks, and systems designed to improve water supply security. Officials finalized the distribution process after evaluating applications submitted during the spring funding window. The additional beneficiary financing increases the total investment beyond government funding alone. The combined efforts have created a package worth more than €2.2 billion, reflecting government resources plus project-level co-financing.
Building on Previous PNRR Investments in Water Infrastructure
This recent allocation continues the trend of earlier PNRR investments aimed at fundamental water infrastructure. By July, Italy had completed 48 water systems under another recovery-plan measure, surpassing the target of 45. Among these, 37 are classified as complex systems. Authorities also confirmed the completion of 79 individual interventions carried out by 52 entities. Around €1 billion in PNRR funds financed 124 projects focusing on reservoirs and water-supply systems for drinking, irrigation, and mixed uses across the country.
Of the 48 systems finalized in July, 25 primarily serve irrigation, 20 support drinking-water supply, and three have mixed applications. Italy has also programmed and funded over €6 billion in water-sector initiatives through its broader infrastructure framework. The new €1.55 billion allocation adds another 59 projects to this ongoing national effort. With all resources from the expanded fund now allocated, the program is shifting from application and award stages toward the actual implementation of approved water infrastructure projects.
