    BRUSSELS / RankWire.AI / – In a major stride toward achieving strategic independence in space, Brussels-based space authorities formalized a binding implementation agreement with the SpaceRISE consortium to advance the IRIS² satellite constellation project. This agreement marks the culmination of detailed technical and financial negotiations that began in January 2026. It signifies a transition of the European Union’s multi-billion-euro satellite communications initiative from initial concept to large-scale production. The upgraded system architecture promises faster launch schedules and provides secure, tamper-proof connectivity for government and military end-users.

    According to the new agreement, the main satellite network will expand from 282 planned orbital units to 348 operational spacecraft. The upgraded architecture incorporates 330 satellites positioned in higher low Earth orbit along with 18 spacecraft in medium Earth orbit. Additional orbital positions are reserved for specialized mission requirements. The implementation agreement specifies the final timeline for satellite manufacturing, launch procurement, secure ground segment development, and operational connectivity services. Initial satellite launches are scheduled for 2029, allowing participating member states to access sovereign connectivity capabilities soon after.

    This expansion directly responds to increasing security challenges and evolving defense operational needs across Europe. The updated design includes technical enhancements to the baseline satellite hardware. An extra layer of 66 low Earth orbit satellites is added specifically to serve defense agencies, national security entities, and emergency response teams. Technical evaluations indicate that this architectural growth will boost secure governmental communication capacity by 60 percent within European Union territory and by 54 percent worldwide. This will enhance regional capabilities during complex emergencies and critical infrastructure crises.

    EU Commission Formalizes Contract to Broaden IRIS2 Satellite Network

    The SpaceRISE consortium, which leads the main development efforts and manages a 12-year operational concession, includes major European satellite operators such as SES, Eutelsat, and Hispasat. The public sector implementation is carried out in close technical collaboration with the European Space Agency, which provides engineering support and launch coordination. A broad network of European aerospace manufacturers—including Thales Alenia Space, Airbus Defence and Space, and OHB—alongside telecommunications firms like Orange and Deutsche Telekom, handles manufacturing for the program.

    Funding for the expanded satellite infrastructure relies on a public-private partnership model. It combines financial contributions from the European Union budget, national governments, and private commercial investors involved in the consortium. Member states have started formalizing their financial commitments for deployment during the 2028–2034 period. Official records show that Poland committed 656 million euros, Hungary allocated 500 million euros, and Spain announced investments between 1.6 billion euros and 2 billion euros. Additional national funding agreements are still being negotiated.

    Upgraded Technology Significantly Enhances Governmental Secure Communications by 60 Percent

    The expanded communications network will also serve nations outside the EU, including Norway and Iceland, through specific administrative agreements. IRIS2 is the third major space initiative by the European Union, following Galileo and Copernicus. It aims to provide high-quality, tamper-resistant communications for public authorities while addressing digital connectivity gaps in remote regions. The system will operate using accredited military-grade encryption standards across dedicated spectrum bands to safeguard critical infrastructure against cyber threats and physical disruptions.

    As European industrial facilities begin full-scale manufacturing, the European Commission and SpaceRISE will oversee phased deployment milestones leading to initial orbital testing. The signing of this contract guarantees that the EU will expand IRIS2 to meet long-term strategic autonomy goals. It will establish a resilient, European-owned satellite network capable of supporting civil protection, defense activities, and commercial digital services well into the future.
